Being aware that this edition of a PLC conference proceedings is not perfect, we wanted to publish the outcome of our 23rd conference in a relatively short time distance from the event.

Knowing that some papers are still "in the pipeline" I would like to encourage all colleagues, who are still working at their papers, to keep on.

A 2nd edition of the proceedings is planned by February/March 2011. Deadline for submitting papers to be published in the 2nd edition is January 31st, 2011.
